The MARColombia project is an project funded by the Dutch government (RVO) and CEMPRE, a Colombian foundation. CEMPRE is an organization without [profit for implanting the Extended Producer Responsibility goals. Coca Cola pays for the collection and re-use of plastic bottles.

From the Dutch side two companies are involved: WASTE and NMPO

WASTE is a foundation with experience in the sectors sanitation and solid waste in low and middle income countries.

NMPO is specialized in improving the solid waste collection. NMPO has clients in the Netherlands, Germany , Belgium and the UK. NMPO develops the web based software and the mobile apps for route optimization and workflow control.

NMPO has much experience with modelling solid Waste collection in theory and practice. With these models and information municipalities can get insight in there operational and environmental performance.

For example: we can get information on the amount of waste per house hold, the waste composition, the costs for collection and transport. All data will be presented against the geographical data of a residential area. It will show collected tons per day, week, month, year. Both systems will be monitored, the formal (door-to-door) collection as well as the street pickers (organized and non-organized).

So the model will cover the service chain and the value chain and of course the final destination (like a landfill or a recycling facility (paper mill). All data are registered as incoming and outgoing transactions.

The system need to be as simple as possible and simple the users (municipalities/ bodega’s) much (administrative) time. If not chance is they won’t use the system.

For the monitoring and accounting of the EPR (Extended Producer Responsibility) a new organization will be created: the National Observatory.

This will be an organization under the supervision of the Alianza Nacional.

The Alianza consists of the following members:

• Ministerio de Economía
• AVINA: una NGO por proyectos de desarrollo en América del Sur.
• CEMPRE
• ARB: Asociación de Recicladores de Bogotá

At this moment there is no national Observatory. However in Bucaramanga there is a local Observatory not only for solid waste and recycling but also for other subjects like, transport, housing and culture.
